Governance An
early attempt to address quality issues in provision of health care
was made by the World Health Organisation in 1983.[1] The report identified
four aspects of quality - professional performance resource use (efficiency),
risk management and user satisfaction. These concepts have been further
developed in the White Paper on quality. "A First Class Service:
Quality in the new NHS".[2] Guidance on implementation of clinical
governance was issued by the NHS Executive in 1999. [3] This outlines
a programme for the next five years which will involve a fundamental
shift in the culture of NHS organisations. The NHS is to support the
implementation of clinical governance initiatives by formation of
a small multidisciplinary team, based within the NHS, to develop practical
approaches to clinical governance at team and speciality level. Each
Regional Office has a clinical governance lead [4] and Trusts and
PCGs were required to have made similar appointments by July 1999.
Baseline assessments were scheduled for October 1999 with the first
annual reports published in April 2000. View
